PGS may mean more roads cash

The Government published a consultative document in December on the introduction of a Planning Gain Supplement (PGS) as proposed by the Barker Review of Housing Supply. The intention is to tax the increase in land value resulting from detailed planning consent. For developers PGS will be more expensive and is a key part of the radical shake up of the planning process which is planned in the next few years. It is not clear how it will impact on highways but it may mean more money being available for major road infrastructure projects and it may increase the power of local Highways Authorities.
