It remains a big issue in the sector and it is costing clients time and money says Michael Conway, managing director of FM Conway There are a number of occasions when contractors have got on site to uncover issues that have led to costly delays - which their clients have ultimately had to pay for. There is too much reliance on costly consultants, brought in by local authorities who no longer have the in-house resources and capabilities.
