In recent editions of this legal review we have taken a look at novel means by which local authorities may seek to provide transport services during times of austerity, such as Tax Incremental Financing (TlFs) and the fashionable trend towards outsourcing. This month we complete our trilogy by reviewing a third method of delivery which commentators and experts alike expect to dramatically increase over the coming years - collaborative working.
