Steel olution is way forward for reform of Lords

Lord Howie wonders if the public really care about plans for reform in the Upper Chamber, I am sorry to return, once more, to the proposed reform, actually abolition in its present form, of the House of Lords. I do so because the proposed reforms offer sizeable obstacles to their being acceptable. First of all: is the House working reasonably well as a revising chamber? The answer to that must be yes, so why make a change? Secondly, is an unelected House legitimate? As I see it, election is not the only form of legitimacy: doing a job well might be just a legitimate as not doing it well despite being elected.
