Proper data is the driver of highways improvements

New statistics were released recently saying that road deaths have increased by 51 from last year, up to 1901. Clearly everyone wants to reduce this but what are the root causes - is it lack of political leadership? Is it because of recent cuts in councils? And is this really a trend or is it just a blip i.e. normal variation in the system? However, the AA say that road deaths were particularly low last year as many didn't venture out because of the snow so is this just regression to the mean?
