摘要

Road network operators rely upon data and intelligence to understand what is happening on their networks, what they need to do as a result and then to impart instructions and information to their users, namely motorists. For various reasons, such as reliability, achieving network coverage, lack of a business case for private investment, these systems have been provided and managed by the network operators. Times are changing and the development and proliferation of in-vehicle and mobile systems is rapidly becoming both a challenge and an opportunity for network operators.
