Tried and practised methods are often the ones that take the longest to change. The classic lines such as 'We have always done it this way' and 'It would just be too much of an effort to change it' are all too common a retort to the salesman who has spied an opportunity and has the right product. This is especially prevalent in the public sector, especially at a time when funding is at a premium. It being the height of (what has so far been a warm) summer is also not perhaps the best time to be talking about winter maintenance and how the transport system will cope with snow, lowever that is exactly what needs to be done to ensure that we are protected.
