The evolution of Australia’s domestic ETS

Australia’s November 2007 federal elections — which ushered in the Labor government after 11 years of Liberal- National party rule and brought in Kevin Rudd as prime minister — saw both sides campaign to introduce an emissions trading scheme (ETS). Rudd failed to capitalise on the bipartisan support for a carbon price at the time and instead exploited a division over the issue of an ETS within the Liberal-National coalition parties, where many were opposed to any form of carbon pricing (AGE, July, pp14-15).
