Singapore welcomes new port state controls

The new inspection regime (NIR) and ship detention review panels, as introduced under the Paris and Tokyo memoranda of understanding (MOUs) recently, firmly define intervals between ship inspections. Chen Kit Jam, assistant director of port state control (PSC) for Singapore's maritime port authority (MPA), has welcomed the changes as instigators of better performance and fewer inspections. The NIR was introduced by the Paris MOU on 1 January 2011 and aims to eliminate the operation of substandard ships through a harmonised PSC system. It was adopted by the Tokyo MOU on 1 January 2014.
