AN "APPALOOSA RACING industry" encompasses far more than breeding and training horses for the racetrack. It's been : more than the ApHC Board of Directors, Racing Committee, and Director of Racing setting policies, more than racing enthusias state andregional racing associations, helping plan and implement those policies. At its most basic level, and regardless of the person motivations of those participating, Appaloosa racing began, evolved, and was widely recognized as an activity in service to the ApHC larger and more fundamental purpose—the promotion and growth of the Appaloosa breed. If racing was to grow and prosper, if tha fundamental purpose as well as more individual purposes were to be met, it had to be "managed." Irrespective for the moment of wh specifically needed management, successful management required a working partnership of all involved, a willingness to cooperate an work together. We'll discuss in detail how that partnership evolved over time.
