Managers at Stafford failed to investigate and let deaths accumulate (see no evil). Managers at Gosport blamed the most junior doctor in a flawed system (speak no evil) (Cover Feature, 7 July). Whistleblowers have employment protection, but nothing compels those in authority to considerconcems. No one in authority is prosecuted for misuse of public office when a convenient medical scapegoat can be identified.
