The impact of low sulphur ECAs coming into effect in January will reverberate throughout the shipping industry. Many are worried that authorities are underprepared in terms of funding, manpower and legal readiness to enforce the new regulations effectively. Moreover, the practicalities of checking what fuel vessels are burning also need to be addressed, or else the new limits will be little more than table decorations. "This scenario can quickly distort the competitive balance in the industry while harming health and the environment," says Roger Strevens, global head of environment for Oslo-based shipping operator Wallenius Wilhelmsen and chairman of the Trident Alliance, a lobbying group formed in July, which has now attracted the support of 30 vessel operators, including high-profile names like Maersk Line, Nordic Tankers and DFDS.
