Marine Murmurs

摘要

Marine sanctuaries call for agreement between governments and affected parties -an achievement in itself. However, without continuous monitoring their effectiveness diminishes, or the reasons for their establishment risk being forgotten. Technologies (like AIS and other remote ship monitoring techniques) and international legislation must be developed, shared and implemented so that violators are brought to justice in court. Only then will sanctuaries be truly effective.
