Rethink on climate change agreements called for

A new study by Bard Harstad, professor of economics atthe University of Oslo, suggests that the structure of existing climate change agreements may need a rethink. Following analysis of the connections between emissions, negotiations, and the development of new technology, Harstad concluded: "The main problem with emission agreements, including the Kyoto Protocol, is that they do not provide incentives to invest in green technology. Instead of expiring, the agreement should be renegotiated."
