The Senate is in recess through July 20 while the House is in session this week, planning a weeklong process of working through the annual appropriations measures. USDA, FDA and related agencies spending plan initial markup will take place late Monday, with the draft text of the bill containing $23.98 billion in discretionary funding for Fiscal Year (FY) 2021, $487 million above the level enacted for FY 2020. Subcommittee action takes place late today. Total discretionary and mandatory funding would be at $153 billion, up $331 million from the enacted FY 2020 level. The plan would bar the Trump administration from limiting eligibility under the Supplemental Nutrition Assistance Program (SNAP) and would undo line-speed waivers that have been given to meat and poultry processing plants. The package contains a $435 million increase for rural broadband efforts, taking funding to $1.1 billion. It would not adjust the level for the Commodity Credit Corporation (CCC) borrowing authority. FDA would receive $3.2 billion in discretionary funding, an increase of $40.8 million from FY 2020. The full House Appropriations Committee is expected to take up the measure Thursday.
