Russian tightens the administrative control over scrap export. Since end-July, the export duty has been increased to EU R 70/t (but no less than 5%) for 180 days. However, only in H2 it will be clear whether the measure could help reduce domestic prices. Meanwhile, scrap prices are supported by high domestic consumption, a shortage of railcars and steadily strong international quotes.
