Ann Emerg Med. 2006; 47:203 On July 1,2000, Florida repealed the legal requirement that all motorcyclists wear protective helmets. State law now requires helmet use only by riders younger than 21 years and by older riders who do not have a minimum of dollar10,000 of medical insurance coverage. Helmet use before and after the repeal of the universal helmet law was assessed by observational studies and through analysis of statewide crash data. An observational survey conducted in 1988, before the repeal, indicated helmet use among riders to be nearly 100% compared with 53% use in the 2002 postrepeal survey. The use of helmets that did not comply with federal safety standards also changed after the repeal, dropping from 35% to 6% and indicating that riders refusing to wear helmets after the repeal had been wearing noncompliant helmets before the repeal.
