Moscow—Russian crude exports could start to dip in February after key producers agreed to direct more of their oil for processing at domestic refineries ahead of an expected rebound in fuel consumption in the coming months. Following a meeting at the energy ministry Jan. 28 with deputy prime minister Alexander Novak and Russia’s Federal Anti- monopoly Service (FAS), Russian oil companies agreed to increase refining throughputs from next month, deputy energy minister Pavel Sorokin said.
