US Sanctions Could Hit CNOOC at Home

The Trump administration’s blacklisting of China National Offshore Oil Corp. (CNOOC) could constrain its ability to develop China’s deepwater oil and gas resources, if the Biden administration lets it stand and actively enforces it. The US Treasury Department designated CNOOC as a “Communist Chinese military company” in December and US investors were given until Nov. 11 of this year to divest shares in its Hong Kong-listed subsidiary CNOOC Ltd.
