Severe winter weather slicing across Texas is hobbling US fuels production, cutting production at more than 20pc of domestic crude refning capacity. Bitterly cold temperatures have frozen power generation on the state’s isolated electric grid for a third straight day, afecting close to 4mn b/d of refning capacity.
