The 830,000 b/d Keystone XL pipeline project’s dubious future ultimately may not signifcantly afect crude oil supplies on either side of the Canada-US border, as existing outlets and new expansions provide other avenues to market. TC Energy’s now-suspended project was meant to provide an outlet for growing western Canadian crude production while satisfying thirsty US refners. Project planning began in 2008 and some construction was completed before it was blocked by former US president Barack Obama in 2015 and renewed by former US president Donald Trump in 2017.
