Kansas advances coal plant securitization bill

The Kansas legislature last week advanced a bill that would allow utilities to issue bonds to cover costs associated with power plant retirements. The Kansas House of Representatives on 2 April sent the bill to governor Laura Kelly (D) to sign into law, after voting 113-9 to pass the bill on 29 March. The Kansas senate passed the bill 33-7 on 25 March. The measure would allow utilities in the state to issue bonds to cover energy transition costs through a process known as securitization. The bonds would allow companies to essentially refinance the retired unit at a lower interest rate and spread the costs over a longer time frame.
