Reorganisation of the Emergency Care in the Ambulant/Preclinical Area

The concept of emergency is not understood in the same way by the population as is understood in medical and legal areas. This results in the designated care paths being not properly used, reflected by, for instance, a disproportionate increase in emergency transportation in the rescue service and the number of the patients in the emergency units of hospitals. Here we describe possible causes for this state of affairs. Different institutions and organisations are trying to find a solution to the problem with concrete suggestions. To implement the proposals, political decisions including those that affect financing are required.
