Escalating setbacks to US pipeline projects have introduced legal and regulatory uncertainties that threaten access to North America's abundant energy resources. Outdated and often redundant permitting rules and activistled litigation have allowed natural gas and oil industry opponents to obstruct infrastructure development, resulting in the recent cancellation of the Atlantic Coast Pipeline, the possible shutdown of the Dakota Access Pipeline, and continued delays to the development of the Keystone XL Pipeline - the latter of which has been ongoing for more than 11 years.
