We are in a climate crisis and must reach Net Zero quickly. Road vehicle emissions represent the most significant proportion of transport related emissions and must be curtailed. Vehicle use, therefore, must be reduced. Post Covid, the private bubble of one's own car will be seductive. Our current system of road tax promulgates the sense that road use is 'free' and the built-in irrationality that it makes no difference how much you drive does not encourage frugal use.
