Resource-rich Andean countries are in the throes of social and political transfor- mation accelerated by Covid-19. Grassroots discontent with market-based economic policies and traditional political parties and institutions — seen as failing to deliver prosperity for all — is challenging a development model that hydrocarbons and mining investors long took for granted.
