Improving prospects for political stability ahead of national elections in December are prompting Libya's state-owned NOC to plan an exploration bidding round and weigh changes to its upstream contract terms, as it revives hopes of expanding crude and natural gas capacity. But whether foreign firms will want to add Libya's low-cost reserves to their narrowing oil asset portfolios in the energy transition may depend upon how attractive it makes incentives for upstream investment.
