TOWNS TACKLE NOISE: As states ease pandemic-related restrictions and warmer weather entices people to open their windows and head outdoors, municipalities are looking at ways to control noise by beefing up regulations. From redefining noise and what constitutes a disturbance, to determining how it is measured and how laws are enforced, city officials sometimes find their desire to protect citizens at odds with individuals and businesses that are responsible for some of the noise.
