Russia may tighten ofshore loading rules

The regulation of ship-to-ship (STS) loading operations of Russian sea ports may become stricter from 1 March 2022. Specifc areas at ports will be assigned for STS transfers, while cargo types will need government approval, according to a draft law that the Duma will review in October. The new rules will be published on the website of the defence ministry’s directorate of navigation and oceanography. The draft law aims to improve the safety of STS and reduce environmental risks, and should increase cargo turnover and port-fee revenues, deputy prime minister Viktoria Abramchenko says.
