Russian oil tankcar lease rates are unchanged for an 11th consecutive month at Rbs970-1,030/d ($13.26-14.08/d) in June, excluding value-added tax (VAT). Units of diferent sizes were ofered at Rbs1,000-1,200/d, but no deals were reported. The start of river navigation and scheduled maintenance at some Russian refneries has put pressure on rates, but river shipments have resulted in only “a minor surplus of tankcars”, one market participant says. Work is under way at Rosneft’s 130,000 b/d Achinsk and 140,000 b/d Kuibyshev refneries, as well as its Tuimazy gas processing plant in Ufa, but Lukoil’s 290,000 b/d Perm refnery has completed maintenance and resumed operations in June.
