FGK fails to lease tankcars for Belarus products

State-owned Russian Railways (RZD) subsidiary FGK has cancelled a tender seek- ing 2,000 oil tankcars to carry Belarusian products to Russian Baltic ports until 2024. No bids were made, according to market participants. FGK has not commented on the cancellation of the tender, but market par- ticipants had suggested that it would struggle to secure tankcars on its proposed terms — FGK had ofered a lease rate of Rbs951/d ($12.97/t), excluding value- added tax (VAT), for the rolling stock. A rate of Rbs1,100-1,200/d, excluding VAT, would have been more realistic, they say. “We would be ready to consider leasing at this rate,” one transport company says. Argus estimates lease rates at Rbs970- 1,030/d in June — static since August 2020.
