Brazil’s state-controlled Petrobras and state-owned pre-salt marketing firm PPSA have hammered out a deal on past development costs and allocated reserves for the Atapu and Sepia fields in the transfer-of-rights (TOR) region, opening the path for an auction covering the assets’ excess reserves during the fourth quarter.
