摘要

Nigeria’s President has corrected some highly unusual licensing activity and given back four blocks to Addax that were revoked by the Department of Petroleum Resources (DPR) two weeks ago and unilaterally handed on to a new operator. President Muhammadu Buhari “approved the restoration” of the licenses to Sinopec subsidiary Addax as part of his commitment to “the rule of law and sanctity of contracts.” This was only hours after the DPR had set up a new committee to ensure the handover it had approved to the Kaztec/Salvic consortium went smoothly.
