摘要

The main contracts for the East African Crude Oil Pipeline (EA- COP) will fnally be awarded shortly after all the partners con- cluded the remaining agreements required to launch the project. Almost exactly 15 years ago Hardman Resources and Tullow frst discovered oil in the Lake Albert region. There have been a series of tax disputes, administrative de- lays and arguments over the size of a domestic refnery since. Tullow, which only got its stake through the acquisition of En- ergy Africa, later bought out Hardman Resources’ and Heritage Oil’s interests. It farmed these down to Total and CNOOC and was then forced to sell its own stake. Originally the pipeline was to head directly to Tullow’s reserves in the Lokichar Basin in Kenya before ending at the coast in Kenya but Total fexed its political muscles to overcome this as it took on an ever more important role in the consortium.
