The foreign operators in Nigeria are playing hardball with the government - even putting back production sharing contract projects such as Bonga Southwest - until this month's promised arrears payment is handed over. As part of the agreement between the government and the foreign operators, a US $1 Bn payment was promised this month to pay off part of the debt owed for the government's unpaid share of spending in the joint ventures.
