摘要

The US EPA has said it intends to start over on a planned update to its TSCA fees schedule, "expand the focus" of risk evaluations currently under development, and delay some risk management proposals while it revisits assessments completed last year. The developments, set out in a budget justification document released late last week, show the Biden administration's willingness to expand the agency's workload and let statutory deadlines slip in order to overhaul the previous administration's policy choices. TSCA requires the EPA to update its fees rule every three years, with the existing version finalised in September 2018. The agency released a proposed update in December 2020 that would see fees for TSCA risk evaluations nearly double to $2.56m per review, starting this autumn.
