London-Saudi energy minister Khalid al-Falih raised some eyebrows Thursday and moved oil prices higher by saying the kingdom stands ready to cooperate with OPEC and major non-OPEC pro- ducers to help rebalance the market, if necessary. But the message is hardly a new one; he made similar comments after the June OPEC meeting, when he said Saudi Arabia was “open to do what is needed to allow balancing to take place,” even though the organization had just scrapped its notional output target.
