Moscow—Russia’s crude output remained nearly flat year on year in October, according to preliminary data, confirming expectations of an imminent stagnation in the Russian oil sector due to fast-declining oil fields in Western Siberia. Russia produced 44.838 million mt, or 10.559 million b/d last month, a marginal increase of 0.1% year on year, the Central Dispatching Unit, the statistical arm of the country’s energy ministry, said Sunday.
