Vancouver—A partnership led by Suncor Energy, Canada’s oil sands powerhouse, is taking the plunge and ending five years of delays by sanctioning Alberta’s C$13.5 billion ($12.9 billion) Fort Hills bitumen mine, triggering two related pipeline projects by Enbridge in northern Alberta costing a combined C$3 billion.
