France blocks Hess exploration licenses

London-France's energy ministry has blocked the transfer to the US' Hess Corporation of seven hydrocarbon exploration permits in the area surrounding Paris. The energy ministry said the French subsidiary of Hess Oil, which requested the permits be transferred to it from now defunct explorer Toreador Resources, "resembles an empty shell" that does not have the expertise to properly conduct exploration within current guidelines.
