Tehran—Iranian oil minister Bijan Zanganeh on Friday described the suspension of OPEC’s crude output quota system as a major historic mistake, and said reviving it would be extremely difficult. OPEC has had a 30 million b/d output ceiling in place since the beginning of 2012 but no mechanism to enforce it because there are no individual country quotas.
