Washington—The staff of the US Environmen- tal Protection Agency provided agency head Stephen Johnson with several pages of “com- pelling and extraordinary circumstances” for granting California a waiver to regulate motor vehicle greenhouse gas emissions before Johnson denied the waiver request, citing the absence of such circumstances, according to material released January 23 by Senate Envi- ronment Committee Chairwoman Barbara Boxer, Democrat-California.
