The opening of the Baltic Pipeline System 2 (BPS-2) pipeline and unimpeded oil exports out of Russia's Baltic ports topped the agenda at a meeting in Ust-Luga earlier this week presided over by the deputy prime minister in charge of energy, Igor Sechin. Sechin said the main crude oil terminal at Ust-Luga, the endpoint of BPS-2, should open in December. The line is designed to bypass Belarus and cut the risk of oil-transit disputes. Russian pipeline monopoly Transneft finished the 760,000 b/d line last year, and port infrastructure is now being built by Rosneftebunker, owned by international trader Gunvor.
