The International Energy Agency's (IEA) decision to release emergency oil stocks was driven much more by the desire to stabilize the global economy than to meet higher demand, according to Royal Dutch Shell's top man in Singapore. "There is sufficient spare capacity in producing countries and areas," Shell Singapore Chairman Lee Tzu Yang said earlier this week.
