Japan Signs $1.5 Billion Loan With PDV, Will Lift Oil in Return

Tokyo sent a further signal of its desire to invest in Latin American energy projects and diversify its crude oil supplies away from the Middle East this week, when a Japanese group signed a $1.5 billion loan with stateowned Petroleos de Venezuela (PDV). The Venezuelan company will use the money -some of which will be paid back in kind with crude oil or refined products -to upgrade two refineries.
