Sinopec Starts Building Kuwait JV Refinery

State-run Sinopec said Wednesday it has officially started construction -- again -- on a long-delayed joint venture refinery with Kuwait Petroleum Corp. (KPC) in China's southern Guangdong province. Sinopec held a groundbreaking ceremony for the project in 2013 but didn't actually start work. "This time, it is true," one Guangdongbased Sinopec source said.
