China's biggest independent "teapot" refiner has come under fire from an unexpected source in its home province of Shandong after being accused of failing to fulfill its obligations. An article in local newspaper Dazhong Daily, considered to be a mouthpiece for the Shandong government, criticized Dongming Petrochemical and two other unnamed refiners for not keeping their promises to shut down outdated capacity when they applied to Beijing for quotas to use imported crude oil.
