IRS rules may not spur utility carbon capture

The US Internal Revenue Service's (IRS) recent guidance on implementing the 45Q tax credit for carbon capture projects is more likely to support less-expensive industrial initiatives than large coal utility projects. The IRS released the long-awaited guidance on 19 February, establishing parameters on how businesses can show they have started carbon capture construction. It also set standards for what partnerships can get the credit.
