EPA's Environmental Appeals Board remanded the state's air permit for Indeck Energy's proposed coal-fired plant in Elwood, Ill., for failure to fully consider the plant's impact on ambient air quality. The Environmental Appeals Board (EAB) last week sided with environmentalists and public health advocates who have challenged the 660MW Indeck plant since the Illinois EPA (IEPA) issued a draft prevention of significant deterioration (PSD) permit in 2002.
