A national defense spending bill amendment to address metal theft has drawn the ire of the Institute of Scrap Recycling Industries and the National Conference of State Legislatures (NCSL). The Metal Theft Prevention Act sponsored by Sen. Amy Klobuchar (D., Minn.) and Sen. Charles Schumer (D., N.Y.) would limit cash payments to $100 per customer, require sellers to provide proof of ownership and make it a federal offense to steal metal from infrastructure.
